Ottawa Street
De Soto, Kansas
Ottawa Street is the primary link between the City of De Soto and Riverfest Park. To enhance pedestrian safety, a 1,700-foot section was reconstructed with new curb and gutter and an 8-foot-wide shared-use path. The realignment required coordination with BNSF, replacement of the crossing gate, and installation of a 2-foot concrete median approaching the main tracks. The design connects with other pedestrian improvements on 82nd Street, ensuring strong citywide connectivity. The roadway crosses a major streamway leading to the Kansas River, necessitating a precast culvert and permits from the Kansas Department of Wildlife & Parks, USACE, and the Kansas Department of Agriculture's Division of Water Resources for floodplain fill and stream obstruction.
CFS Engineers managed the street reconstruction project, with Milburn Civil Engineering, LLC providing support. CFS oversaw project management, surveys, geotechnical investigations, railroad coordination, design plans, stormwater design, cost estimation, and bidding services. Milburn Civil Engineering handled the retaining wall along the shared-use path, utility coordination, permitting, erosion control, and culvert management.
