The City of Lawrence Municipal Services & Operations Department (MSO) has partnered with Dake|Wells and CFS to provide architectural and engineering services for the master planning of its new Municipal Services & Operations Campus Facility. This project will consolidate and relocate numerous MSO departments—including Solid Waste, Streets, Stormwater, Water Distribution, Wastewater Collection, the Central Maintenance Garage, Administration, CMED (Construction Management, Engineering & Development), Traffic, and Inspections—to a single, new site.

The City currently operates 50 facilities across Lawrence, 18 of which are maintenance-oriented. Many of these facilities struggle to meet current service demands and offer limited potential for improvement or expansion.

 

With the master plan established, the project has now entered the entitlements and construction design phase. The consolidated campus plan will employ a two-phased approach to minimize facility duplication, enhance resource sharing and functionality, improve storage and security, and utilize resources more efficiently.

CFS, working under Dake|Wells Architecture, is responsible for the project's master planning. Our team's scope encompasses conducting surveys, geotechnical exploration, traffic studies, verifying farmland remediation requirements, identifying infrastructure needs, estimating costs, engaging the public, and planning the conceptual site layout to accommodate the facilities and future expansions.

 

Currently, Phase 1, featuring the MSO Building, is under construction, with site utilities being installed and concrete pavement work underway. Meanwhile, Phase 2, which includes the Central Maintenance Garage (CMG) and the Solid Waste Department (SWD) Building, has reached approximately 50% completion on its construction drawings.
