As part of the I-70 Lefholz Road Project, Cook, Flatt & Strobel (CFS) Engineers developed a conceptual design to identify and evaluate potential bus transit station locations. This effort supports the NEPA documentation submittal. It intentionally reflects a conservative, worst-case approach to potential right-of-way and property acquisition. This approach ensures environmental compliance and minimizes future project risk.
At the 12th Street and Wyoming Avenue location, the proposed transit station is consistent with the Phase 1 project design and aligns with the preferred location identified in prior planning efforts. For the intersection of Benton Boulevard and Independence Avenue, a conceptual roundabout was evaluated to illustrate the right-of-way footprint necessary to improve intersection safety. While a roundabout is not being advanced as the final design, its inclusion allows for a comprehensive assessment of traffic operations, pedestrian safety concerns, and the documented history of crashes at this location. Based on this evaluation, CFS anticipates pursuing an alternative intersection treatment during subsequent design phases.
For the White Road and Winner Road locations, the Phase 1 concept identified a site at White Road that utilizes an underused portion of an existing parking lot. As an alternative, CFS evaluated a site at Winner Road following the closure of Hardee’s restaurant locations across Missouri due to franchise bankruptcy. This alternative considers acquiring the entire parcel rather than a partial property take, simplifying constructability and operational layout.
Collectively, these locations were evaluated to support the ultimate development of the Three Trails Transit Station at Blue Ridge Boulevard, north of Bannister Road. Each site was selected for adequate access, space for potential park-and-ride facilities, and sufficient circulation to allow buses to enter the station, turn around safely, and re-enter traffic efficiently.
