Cook, Flatt and Strobel Engineers P.A. (CFS) started working on the 4 phase Kellogg Project in 1997 for the City of Wichita, Kansas, that included prepairing Major Investment Study (MIS) documents and preliminary design for a $155 million 6-lane depressed freeway through an existing corridor in a hightly commercially developed area. The City of Wichita dedicated a special sales tax for the project and was successful in getting matching funds from KDOT. CFS has been involved in the project from its inception in the MIS phase and is presently providing full-time resident construction inspection on Phases 1 and 2 which are scheduled to be completed in 2009. Construction of Phases 1 and 2 represents 2.5 miles of the project and includes four (4) tight diamond interchanges from Oliver to the KTA connection.

Stadium Boulevard (Missouri Route 740)
Columbia, Missouri
Cook, Flatt and Strobel has performed comprehensive system-wide analysis of this state route, the major thoroughfare into the University of Missouri campus. The study included analysis of the interchange with Interstate 70 and segments of i-70 to surrounding interchanges; intersection with another principal arterial of the City, namely Broadway (State Route TT); the network of city streets; as well as weighing how this arterial (originally the West Outer Road) can allow traffic to bypass the downtown in lieu of I-70 to Highway 63. CFS is evaluating the implementation of an Intelligent Transportation System (ITS) to facilitate incident management, arterial management, provide the public information regarding network delays, and congestion management.
